No Man is an Island?

Now, did this guy truly get away without paying taxes? Also, did the family have any treaties? Britain controlled a quarter of the world's surface and population at one time and it could not bring this guy to heal? I suspect there is more to it than this story relates. Still, a man could get used to being sole sovereign and running off Belgians.
