I can't say I've been following this closely, but it turns out that the ricin scare in Vegas was caused by the affected individual's private stash. Well, OK then. Glad to clear that up.
Possessing ricin for "self-defense" probably violates the Geneva Conventions if you are a nation-state but it definitely puts you in the running for the Darwin Awards if you are an individual.
